Free Throw occupation
 
NFHS 8.4

If a teammate of the free thrower chooses not to occupy a second marked lane space, can a opponent of the free thrower move into this space, or does it have to remain empty?

8.4 has nothing to do with it. ;) That deals with the ten-second limit. I think you mean 8-1-4 (remember that dashes refer to the Rules Book, while dots refer to the Case Book).

Either way, they can move down.
