There was an excellent post regarding technical technicals( administrative, bench personnel etc.) that someone broke down and simplified. It might have been BillyMac, I can't recall. Looking to add to my 'library'

Sorry. I'm still working on it. I should have another draft ready by this coming weekend. I've been busy with regular local board meetings, training committee meetings, refresher meetings, and refresher exam meetings. I can't wait until the real season starts and I'm only out three or four times a week.

Once the ball becomes live it is too late to penalize ???
