Local college informs all officials at home games that the media timeouts will be at the 14 and 7 minute marks of each half. They say it is a league rule, do leagues have the power to circumvent the NCAA regs? Does anyone know of such a similar thing in their area?

Yes, i do beleive this is correct. You said local college. Is this an NCAA member?

Each conference has the authority to make changes to the timeout rules based on contractural obligations with media. For example, here in the Pac-10, our media timeouts are longer than 75 seconds when Fox Sports is covering a game.

All full timeouts in a game with media are 75 sec in length. (this includes the media TO) Televised games have media TO at the first dead ball under the 16, 12, 8 and 4 min marks. If the clock is stopped for a shooting fould, the shots are done first (so as not to "freeze" the shooter) and the TO is taken after the second shot is made. Conferences with radio only media have the option about media TOs. The conference I work in takes media TOs after the 14 and 7 marks.
