I do not know about your local official's associations, but almost every one I belong to there is a lot of personal jabbing at each other as a way to interject humor. Just like people get on people about being Cubs and Sox fans, we get on people for the colleges we support and even make jokes about many other things to have some fun. And all of this is done during the beginning or ending of the meeting.
