Why do you say that? Those are not any more applicable than the NBA rules. Do you believe that he plays for a NCAA sanctioned college team or is a HS student?
He is playing a pick-up game with some friends. They can agree to use whatever rules they wish.

The NCAA rulebook is available online and can be printed or downloaded by anybody.
