Dog Fighting.
 

Last month we had a thread (now closed) about the fight that took place during and WNBA game in Detroit. And as usual, it deginerated into a free-for-all (the thread I mean) about dog fighting and rural traditions:

And this was my point. This was not illegal everywhere and at the time of this fight and even before Vick was prosecuted; Cockfighting was legal in multiple states. Sometimes we just need to lighten up.

Cockfighting is legal in the United States Territories of Puerto Rico, the Virgin Islands and Guam.

Note that the title of the article is "La. finally quits cockfights, last state to ban it" (my emphasis). The three you mention are "unincorporated territor[ies]" of the US.
