As I understand it there are three situations involving the boundary plane: 1)reach through the plane and be warned (delay of game) the first time, T'd thereafter; 2)reach through and touch the ball and be T'd with no warning;
3)reach through and touch the inbounder and it's a flagrant T.--correct me if I'm wrong. I have called who knows how many vio's for this, especially in girls games, but funny I don't see alot of other officials call it. maybe its just me.

In #3,it's not a flagrant T.In NFHS,it's a regular T charged to the player.In NCAA mens,it's an indirect T charged to the player.

If a defender reaches through the out of bounds plane and makes contact, it is an intentional foul. 2 shots and possession at the same spot.

For me the reaching across the line must be a deliberate act of trying to hit the ball before I give the official warning. If it is a “windmill” or a “semaphore” type waving of the arms I just tell them to stop. If they don't than I give the warning.

Nope - #3 is an intentional personal foul. (Unless, of course, the contact is flagrant - in that case you can still have a flagrant personal foul on this play).

Remember, #2 and #3 count as the warning for #1. Also, #1 is a team Technical, where #2 is a player technical. (#3, an intentional foul, has to be a player foul. :))

That's what I meant, intentional, I was up too late.

Quite a few gyms I work have very limited space OOB. Even our jc courts don't have much room. I started taking a more active role in working the throw-in and the violations have disappeared. I talk to the defense and remind them there is a "wall" there. I tell them "don't reach" during the play. I'll step the defense back 3' if the space is needed. I don't think I have ever called a T for a OOB contact foul and can count the number of T's for contact with the ball on one hand. Maybe I'm just lucky...
