I'd agree if you only had one whistle. But here, we have two whistles. Who can say if R1 "knew" of the TO before U1 "observed" the violation. There is no reliable way to tell. The only overt difference is the order in which the whistles occur.

As for time, you only put it back on the clock when you have exact knowledge of the timing error. "Oh ,that felt like about three seconds" won't cut it. I wouldn't consider this an error once you throw in the expected 1 second lag time. Also, the end of the 4th quarter is no different from the end of the others. If you are aware of a timing error, fix it regardless of the amount of game time remaining.

Larks,the timer can only stop the clock on your whistle.Therefore,lag time adjustment calls can only apply from a whistle,not recognition of a TO.
