Ref Collides with Player who has the Ball
 
Ref running down the sideline in a tight space (close to the stands). Offensive player running up behind him on the sideline getting ready to receive a pass. Player and his defender both collide with ref. Ball goes out of bounds.

If the ref who was in the collision does not see who it went out on and his partner is on the other side of the court and behind the play, does it go to the arrow?

It goes to whoever DID NOT knock it OOB. Just like anyother play. The only way it is a jump is if no one knows who it knocked it OOB last...

The covering official should follow the proper mechanics for when s/he doens't know who touched it last: ask their partner for help. At that point, the partner has three options: throw-in to Team A, B, or go with the arrow if s/he doesn't know.

If neither official saw which player last touched the ball in-bounds, you do go to the arrow.
