3 Seconds Questions
 
1. The rulebook lists an exception to the 3 second rule for a player who dribbles in or "moves immediately to try for a goal." How is this enforced? If the player is in for 2 then receives the ball while still in the lane and is making what appears to be a move for a try, how long can he be in before he actually releases the ball.

2. A player releazing he is about to be whistled for a 3 second violation jumps out of bounds to get out of the lane. Legal?

The exception is for a play just like what you describe, a player working for position, receiving the ball, making a move to shoot, and shooting. The judgement comes in to play when you believe the player is not making that immediate move. Immediately is the key here

No. Violation for going out of bounds illegally. Rule 9-3-2.
