Time Out ????
 
Boys JV game. Start of 4th QTR. Count Players, eye contact with table and partners- blow whistle and before handing the ball to team A, coach from team B requests a time out. Legal?

Legal. The coach can't call a T/O before the ball becomes live to start the game. Coach can't use his/her addiitonal T/O in extra period until the ball becomes live.
