Whose arrow is it, anyway?

The question about the AP arrow in the scorekeeper thread made me think of a situation almost two years ago.

(NCAA-W game) As the referee is coming to check the score book and review protocol with the table crew, he was very insistant that the timer had to maintain the arrow and not the official scorer. First time I've seen that.

It was also interesting that although he was obsessed with that administrative procedure, he wouldn't whack the visiting coach for waiting until a minute before tip-off to give her starting five to the table.

does it really matter who (scorer or timer) keeps the arrow. NFHS specifies the scorer, but the 2008 NCAA rule book says nothing.

IMO, what the scorer has is in the book is what matters. Who actually flips the arrow doesn't matter.
