On the throw in
 
On a throw in at any point if the player steps in bounds from out of bounds with the ball and then returns OOB is that a violation?

Example: A1 goes to throw it in and then sees the player is covered and pulls back.

Violation. Rule 9-2-5 & casebook play 9.2.5

If the thrower, after getting the ball but before releasing the throwin pass, steps in bounds, it's a throwin violation.

Was he holding the ball when he stepped inbounds?
