He doesn't need to complete the step to commit the violation. He only needs to break the vertical plane of any lane boundry with a foot.

By rule, yes. In practice, no.

Unless it's one of those big, foot-in-air-over-paint-for-a-half-second, steps.

What if a player bends down and touches his hand inside the lane? :p

Hmmmmmm........

There is no 9-1-9 anymore. Without notifying anybody, the NFHS has incorporated old 9-1-3 to 9-1-9 into a new, combined 9-1-3. The old 9-1-10 becomes 9-1-4 in this year's book.

The rules haven't changed. How they're numbered in the rule book has.

Never noticed that either until now.
