After adm FT for a "T", TI at the division line. Team A is not ready for TI. Trail places ball on floor and starts the five second count. I had a partner who questions whether this can be done following a "T". I say it doesn't matter.....A s/be ready for the TI. After the 5 second count, the ball goes to B.

The ball can be put on the floor and the 5 second count started if the TI team is not ready, even after a "T".

Having said that, I would use this only as a last resort.

Good game management by the Officials should be able to communicate to the TI team to get their butts over to the TI spot!

Dan is correct. 2-9-3 and 7.5.2A apply to this situation. The fact that a technical foul ocurred prior to the throw-in is of no consequence.
