Semi Off-Topic: FHSAA Question

Apparently, Florida (home of FSU and UF, among other schools) is likely going to start testing athletes in football, baseball and weightlifting for steroids.

I'm wondering if anyone from Florida can explain why the state legislature is the group controlling this? Is FHSAA considered a branch of state government? Do any other states work this way?

The FHSAA is overseen by the state legislature. Here is an Orlando Sentinel article discussing that exact relationship and how contentious it has been.

I really haven't heard much at the local level about steroid testing.

Very interesting stuff. I wasn't familiar with any state that had a relationship like that.
