Tossing the ball, not cookies
 
I'm tossing the ball, a1 and b1 are jumping. a1 tips the ball up along with b1. the ball goes up and then falls to the floor, bounces in bc and a1 gathers the ball in the bc and passes to a2 in the fc. I had no whistle, neither did my partner. Whose whistle if there should be one?

Well, you've got two questions:
1) Whose whistle? In 2-person mechanics, the non-tossing official should usually handle the immediate violations. The tossing official usually does not have the whistle in his/her mouth for safety reasons.
2) Should there be one? In the play you have mentioned, there is no violation. The back court restrictions do not apply during a jump ball, per 9-9-3.

I have no whistle here. The ball was legally tapped. The jump ball ended when the ball hit the floor after being tapped. At that point, anyone can touch it.

No violation. Okay. I get the bc not existing. As long as the ball touches a player or the floor, the ball is live to all 10 players. Cool. How many taps for the jumpers?

Each jumper may tap it no more than twice.

(PS - I knew that - I should've qualified my answer. Btw, you should've also mentioned the restrictions end when the ball touches a non-jumper, or a basket, as well....)
