Goaltending: NBA Mechanics

Utah @ Houston (Game 1): Chucky Hayes (Rockets) goes in for layup and shot is blocked by Okur (Jazz) and Lead (Wuderlich) blows whistle and counts basket for goaltending. My question has nothing to do with whether or not it was the right call, I never saw a replay.

Does the NBA have different coverage mechanics when it comes to goaltending?

Was this on a fast break?

Yes, it was a 2-on-1 break but the Slot was in the picture.

Sort of. They just believe that the L is going to have the best look in transition on his side of the basket, if he hasn't gotten underneath the goal yet. they will usually leave it alone if it happens directly on the slots side cause he should have a pretty good look at it.
