Duke-Clemson, Josh McRoberts has the ball on Clemson's baseline for a throw-in after made basket and gets called for 5 seconds. Elmore and Patrick start spouting off about how the official isn't going to give you the timeout after the 4-second count.

Is this the usual commentator BS or have I not heard of this?

#1, that was the rule years ago.

#2, it's the normal BS from those 2.

20th Century Rule
 
Way back in the 20th Century the NFHS had a rule regarding "change of status". An official couldn't grant a timeout when 80% of a count was over, 4 seconds on a 5 second count, and 8 seconds on a 10 second count. The rule was deleted about 20 years ago.
