3 foot dotted line question

Our CYO teams play at the neighboring parish's gym sincew we don't have our own.

Last week, I noticed they have the 3 foot dotted lines at each baseline for the throw-ins.

I was wondering if the player making the throw in still has to stay behind the actual baseline or if stepping forward is legal provded they stay behind the dotted line?

If what you're describing is a restraining line, then it becomes the only line that matters on a throw-in. The thrower can cross the boundry all he/she wants.

Tim,

We used to play JVB in a gym where we had that same issue. The east sidline had no more than 2" of OOB area. So they had a 3' dotted line run the length of the sideline.

It was funny because A1 (who was throwing the ball in) could pass it to A2 outside the dotted line, who then could pass it right back to A1 without him ever moving.

Yes, ...throw in from anywhere behind the broken line.
