Is it the college women's mechanic that the Lead will go ahead and indicate a three point attempt but not signal a made three point basket?

If the three attempt comes from the corner on L's side, they will signal the attempt, T will mirror that, and if it goes T will give the made signal and C will mirror that...the only time L should give the "touchdown" signal is if the T misses the fact that L had a three point attempt.

Not knowing much about NCAA-W mechanics, does the L take the shooter up and down on a three point attempt after signalling? At what point is the shooter passed off to the T?

They aren't passed off at all. The L's coverage area extends from halfway thru the paint, up to the FT line, then all the way across to the sideline, and back down to the baseline. It's a complete rectangle. So, since it's in L's primary, the L has the shooter the entire time. The T is essentially watching the paint/post area for rebounding at that time.
