Clark Kellogg says, "A ref told me one time, 'Over the back isn't illegal, on the back is.'" So when do we get him instead of that other guy?

I like to ask coaches who want the "over the back" call, to point it out to me in the rulebook. ;) OK, not really, but I WANT to ask coaches to do that. :D
