Double Dribble?

Player A1 is HOLDING the ball with both hands. He/She bends over and touches the ball to the floor, still holding both hands to the ball, then stands up. In (a) he touches the ball to the floor again, with both hands on the ball, then stands up again, and in (b) he begins a normal dribble. What is the call in either or both situations?

Legal in both.

Read the NOTE at the end of the definition for dribble in Rule 4. Legal.

Thanks. That is what I said, but I had two veteran officials (>10 years exp., and one of them is a NCAA official) both disagree, and called it a double dribble.

It's probably 1 year of experience 10 times

There are always going to be some "veterans" that don't know the rules which is why you should always verify in the rule book anything said to you. No one knows the rules perfectly (yes even the great one  who shall remain nameless) so always double check.
