Can A1 in control of the basketball falling out of bounce (in the air) call a time out.

If you mean, "falling out of bounds" then the answer is, "It depends." In NFHS, yes, in NCAA, no. NBA, FIBA, I don't know.

The TO is granted in NFHS:

Case 5.8.3 Sit D: A1 or A2 requests a time-out: (a) while airborne A1 is holding the ball...
Ruling: The request is granted in (a)...
