Team A has 5 eligable players left. A5 fouls out. No replacement. Does the coach still get 30 seconds to use after he has been notified A5 has 5 fouls, even though there is no eligable replacement available. I know they can continue to play with 4 players.

No, the 30-second replacement period is not a time-out. If a sub is not available, the team will have to continue play immediately.
