A6 enters and replaces A1. Before the clock starts, A6 commits his / her 5th foul and is DQ'd.

If the rule is taken literally, then A1 can never reenter. Clearly that's not the intent, so the literal reading must be wrong.

Right,. If A6 comes in for A1 then the AR would have to say that A7 can come in for A6 but that would prevent A1 from playing until A6 re enters

I wouldn't do that. Here is teh link. It is for women's basketball, but Mary Struckoff is th ecoordinator. So if you want anything done with the rules then she would be a good start.
