Question NFHS question 55

I am having some trouble understand question number 55 on the NFHS exam. it states "THe ball is caused to go out of bounds by B1, who deflects A1's throw-in pass that then touches thrower A1 in light, who is still out of bounds." I am not understanding what the true/False is. I am not looking nessarliy for the anwser but something like what the NFHS is looking for on this question. Thanks!

Here is what they want: The player making the throw-in, A1, is OOB and attempts a pass into the court. A defender, B1, is right in front of him and trying to prevent the pass. This defender blocks the ball, but cannot control it. Without touching the floor, the ball rebounds and hits the thrower who has not moved and is still standing OOB. Which player caused the ball to go OOB A1 or B1? To which team would you award the ball?

Basically the NF wants to know who caused an out of bounds violation. B1 did not cause the ball to be out of bounds, which was done when A1 touched the ball while standing out of bounds. This question is false.
