Inadvertent Horn/Never like this before

Here's the scenario: score tied, 8.4 seconds remain, free thrower shooting second of two, coming out of a timeout. Home team is at the line. Home team sends a substitute to the table, after the ball is at the thrower's disposal.
Shot goes up, skims off the underside of the front of the rim....home team rebounder goes high for the rebound which is actually coming down....timer thinks the shot goes in and blows a long horn to get the substitute in.
Meanwhile, the rebounder comes back to the floor (horn goes off while he is in the air but with control of the ball). During the horn, nine of the players freeze and look to the table..........the rebounder of course goes back up and lays the ball in.....For uknown reasons, when the horn sounds the clock has wound down to 5.4 seconds.
Everyone looks to the officials.............now what are we going to do.
The rules clearly state that play continues until there is a whistle......when everyone has frozen a whistle blows....thats 5.4 seconds to go.......here the home team scores when the home team timer blows the horn.......when the officials go to the table his explanation other than he doesn't know why he did what he did other than he thought the ball went in............
The absolutely correct thing to do, by the book, is to count the basket and give the ball to the visiting team, down 2 with 5.4 seconds to go......Perhaps the "right" thing to do is to wipe off the basket, give the ball to the team in control at the mishap......the home team........5.4 on the clock with a spot throwin under the basket............Here it appears there may be a technical difference between the correct thing and the right thing........Your Thoughts please?

Well, if no whilstle blew, I was say that you score the basket and go with the 5.4 and other team with the ball as if after any made basket. Maybe if this ever happens again, kill the play with a whistle and award the ball accordingly (either AP if no team control or to team in control OB).

Also maybe chop off the timers fingers as punishment (joke)!

So after the shot and everyone froze a whistle blew?

Sounds like this player is quite an athlete. I have a hard time picturing this scenario. He would almost have to leap over the opponent to get to the ball "coming down" if it barely skimmed the rim.

If the ball missed so badly that the timer thinks it goes in, why did he start the clock?

As soon as you hear that horn go when it shouldn't have, hammer on your whistle. Prevent bad stuff from happening.
