past fed rule changes

After two years of not offciating due to returning to school and some knee problems, and a recent promotion sending us to Utah, I am going to ref again this season. Does anyone know of a source or site where I can find a synopsis of federation rule changes for the last two years? I do not really know anyone yet to try to borrow previous rule books. (Yes I know that a truly dedicated official would have stayed current on everything but...........). Thanks in advance.

2005-06 changes

2005-06 NFHS Basketball Rules Changes
3-4-15 Prohibits a team member from removing his/her jersey and/or pants/skirt within the visual confines of the playing area. The penalty is a technical foul.
7-5-5 Changed the penalty to a throw-in for a team-control foul in all cases. A new definition for a team-control foul was also added.
7-5-9 Changed the penalty for double personal, double technical and simultaneous fouls from an alternating possession throw-in to resuming play from the point of interruption. A new definition for "point of interruption" was also added.
9-3-2 New Changed the penalty for leaving the court for an unauthorized reason to a violation from a technical foul.

2005-06 Major Editorial Changes
4-19-3 Clarified the definition of an intentional foul.
5-2-1 Clarified when a three-point goal shall be scored.
10-4-4 New A new article was added to 10-4 clarifying when bench personnel may stand. Section 10-5 was reorganized to clarify the head coaches' rule.

COMMENTS ON THE 2005-06 RULES REVISIONS
JERSEYS/PANTS/SKIRTS PROHIBITED FROM BEING REMOVED (3-4-15, 10-3-7h, 10-4-1h): A team member is prohibited from removing his/her jersey and/or pants/skirt within the confines of the playing area. The penalty is a technical foul. The former uniform rule didn't require team members to actually wear the team uniform. This addition also addresses a growing behavioral concern of players removing their jerseys to demonstrate frustration or anger and as a means of attracting individual attention. The rule is intended to be applied in all situations - even when a player must change uniforms due to blood or other unusual circumstances. It is not unreasonable to expect team members to go to their locker rooms to change their jerseys.
THROW-IN AWARDED TO OPPONENT FOR ALL TEAM-CONTROL FOULS (7-5-5, 4-19-7): A new definition for a team-control foul has been established, and the penalty has been changed to a throw-in in all cases. The ball will be awarded to the offended team at a spot nearest to where the foul occurred. Bonus free throws will no longer be awarded. The change makes enforcement of the rule easier for officials. Under the previous rule it was sometimes difficult to determine whether: (a) a player in control had released the ball on a pass or interrupted dribble before the player charges; and (b) a player had received a pass before the player charges. The change makes the penalty consistent for a player-control foul and a team-control foul. In addition, the change reduces delays in the game. The rule only applies when a foul occurs by the team in control. By rule, there is no team
control during a throw-in, jump ball or when the ball is in flight during a try or tap for goal.
PENALTY FOR DOUBLE FOULS CHANGED TO POINT OF INTERRUPTION (7-5-9, 4-36): The penalty for double personal, double technical and simultaneous fouls has been changed from an alternating-possession throw-in to resuming play from the point of interruption. A new definition of "point of interruption" has also been added to the rules book. If the point of interruption cannot be determined e.g., unsuccessful try in flight, the alternating-possession arrow will be used. The committee felt that no team should benefit from a double foul. Under the previous rule, if the alternating-possession arrow favored the defense, the defense would be awarded the ball, benefiting from the foul act. It is hoped that the change will increase the likelihood of double fouls being called when warranted.
LEAVING COURT FOR UNAUTHORIZED REASON CHANGED TO VIOLATION (9-3-2): The rule for leaving the court for an unauthorized reason has been changed from a technical foul to a violation. Leaving the court during the course of play has been increasing with the former penalty of a technical foul not being assessed. Typically, this play is seen when an offensive player goes around a low screen, runs outside the end line and returns on the other side of the court free of their defender. The violation will be called as soon as the player leaves the court. The committee hopes that changing the penalty will increase the likelihood of the infraction being called and eliminate this tremendous advantage.

2004-05 NFHS Basketball Rules Changes
1-5-2 Deleted the requirement for contrasting colored lines for the lane
1-13-2 spaces/neutral zone with the lane boundary lines and the coach-ing box line with the boundary lines.
3-4-6 Note Beginning in 2007-08, the home team will be required to wear white jerseys and the visiting team dark jerseys.
4-29 Expanded kicking rule to include intentionally striking the ball with any part of the leg or foot.
10-3-7d Expanded rule pertaining to obstructing an opponent's vision to include the player with the ball.
10-4-4 Added that bench personnel will be charged with a flagrant foul if they leave the confines of the bench when a fight may break out.

2004-05 Major Editorial Changes
2-8-4 Clarified that the official will notify the coach, signal the timer to start the replacement interval and then notify the player on a disqualification.
3-3-6 Note Added a new note clarifying that both teams must request a time-out in order to keep two opposing players in the game that were both directed to leave for injury/blood.
4-10 Clarified that a closely guarded situation occurs when the player holding or dribbling the ball is continuously guarded by any opponent who is within six feet.
4-11-1 Clarified that continuous motion applies to a try or tap for a field goal and free throws, when there is a foul by any defensive player, not just a defensive foul on the shooter.
4-23-3a Further clarified the requirements after initial legal guarding position has been established.
7-5-7 Clarified that a team will retain end-line run privileges after a violation or common foul.
8-1-1 & 2 Separated previous Art. 1 into two articles addressing typical free-throw administration and when the resumption-of-play procedure is in effect (remaining articles were renumbered).

Major Officials Manual Change
(NOTE: The NFHS Officials Manual is not being edited this year; however, the Basketball Rules Committee made the following change, which will be reflected in next year's edition.)
The foul-calling official in a three-person crew will go table side after calling the foul. Rationale: Puts the foul-calling official in a better position to communicate with coaches. May improve coaching behavior if official is there to explain, rather than the coach trying to communicate with the official across the floor. Improves officials' responding skills. Speeds up the dead-ball period with the calling official moving toward the table.
Requests for basketball rules interpretations or explanations should be directed to the state association responsible for the high school basketball program in your state. The NFHS will assist in answering rules questions from state associations whenever called upon.

COMMENTS ON THE 2004-05 RULES REVISIONS
CONTRASTING COLORED LINES DELETED (1-5-2, 1-13-2): Deletes the requirement for contrasting colored lines for the lane spaces/neutral zone with the lane boundary lines and for the coaching box line to contrast with the boundary lines. Deleting the requirement allows for either contrasting colors or the same color for the lines specified.
HOME TEAM MUST WEAR WHITE IN 2007-08 (3-4-6 Note): Beginning in 2007-08, the home team shall wear white jerseys and the visiting team dark jerseys. More teams are opting for light-colored home jerseys that cause confusion with opponents' dark jerseys. This change ensures similar colors won't be worn by opponents. The new rule only affects varsity uniforms; lower level programs may still continue to wear "light-colored" uniforms as home jerseys.
INTENTIONAL KICK RULE EXPANDED (4-29): The rule has been expanded to include intentionally striking the ball with any part of the leg or foot. Kicking is an act that requires use of the entire leg. If it is an intentional act, it should be penalized regardless of where it may have actually struck the player's leg. The previous rule, which only included the knee and below, required an interpretation by officials that was more complicated and subject to misapplication. This change makes the determination simpler and more evenly applied.
OBSTRUCTING AN OPPONENT'S VISION RULE EXPANDED (10-3-7d): Purposely obstructing an opponent's vision by waving or placing hands(s) near his or her eyes now also includes the player with the ball. Previously the rule only prohibited the act against a player without the ball. Guarding a player's eyes should not be allowed as an effort to obstruct any player's movement and is an unsafe act. It is a technical foul whether or not the player has the ball.
PLAYER(S) EJECTED FOR LEAVING BENCH IF FIGHT MAY OCCUR (10-4-4): A bench player will now be ejected if he or she leaves the confines of the bench during a fight or when a fight may break out. Previously there was no coverage in the rules book when bench personnel left the bench when two or more players confronted one another but no fight occurred. These volatile situations can easily degenerate into a fight or worse by the presence of team members from the bench. The penalty is now the same as for leaving the bench during a fight, ejection.

Thanks very much Nevadaref for posting that. Yes it really helps. I am not quite clear and will need to study some more on the double foul and resume at point of interruption, but everything else was clear and I will print it off. Thanks again.
