Edger is the rules interpeter/teacher for new cadets for IAABO Board #33 and supervisor for officials for NCAA D1 Northeast Conference. (over 20+ years of experience and thats just the beginning of his knowledge of the game).

His teaching mechanics are the priceless part, but from my understanding, you should know (1) where the defender is, (2) make sure he/she has establish "legal gurading position" and (3) have the b***s to call it.
(short version of lecture)

I think it is easier to explain this principle to younger officials if you expand on his thought, and explain to them to referee the defense.

While it is good to where the defender is and if he is in position, "edgar" makes it seem like your concentration should be on the dribbler. I think it is the other way around, you need to pay attention to the defender 1st, then the dribbler. You cannot make the wrong call if you do this (OK you can, but that is a different issue).

Maybe that was his point, but that is not what I inferred.
