What guidelines do you use to determine when a defensive rebounder with the ball swings his elbows and makes contact with an opponent - when is this a foul and when isn't it? I saw in this weekend's opening tournament rounds several instances of a defensive rebounder contacting an opponent with his elbow after securing the ball and no foul was called. When should it be a foul and when is it ruled incidental contact?

If the contact comes from pivoting the torso or the entire body, then you judge this the same as any other contact situation -- who initiated the contact? was a player put at a disadvantage? Did one player violate the vertical space of another? Was there legal guarding position?

If the elbows are swung from the shoulders (iow, the elbows move faster than the torso), then it's more likely to be a violation (no contact) or a PC foul (contact).
