This seems to be true...one of my mentors worked the 1st round, but not the 2nd round. He is now headed to a regional site to work either a Sweet 16 or Elite 8 game.

It is true. The NCAA basketball championship handbook (click on the link below) contains exactly how the officials are handled. The details are in Appendix O on pages 96-99.
