Time out after IW

Ball is on the floor and players are scrambling for it. No one has control. Coach B calls for a timeout, my partner blows his whistle and immediately realizes he screwed up. Tells the coach he can't grant him the time out because it was an inadvertent whistle and that we're going to the arrow to determine posession. Coach says, "Ok, the ball is dead, now can I call a timeout?"

My partner denies his request and says only after the ball becomes live and your team has posession and/or the ball becomes dead again after it has become live.

I was looking in my rule book and couldn't find an applicable case play. Can a coach call timeout on an inadvertent whistle?

Give him the TO and go to the arrow after it's done. I believe NCAA is different.

Unless there was team control at the time of the IW -- the OP isn't clear on that point.

I'm still learning about team control, but if I read correctly, the ball was last in Team A's possession when it went loose. Since A had possession when the ball went loose and B never gained possession, and there was not a jump ball, it should have gone back to Team A on the IW, huh?

Guess we screwed that up. Oh well.

I mis-read the OP thinking when he said "no one is in control" it meant TC. My bad.
