Have watched a couple college games on the TV this year and I have noticed that the person who is occupying the bottom lane space has his or her foot on the block. Is this a new rule in the college game? If it is not a new rule how come it has not been called? Also, has it been changed in the high school game if it has been changed? Thanks for the help.

New rule in College this year. In addition to only 5 players being on the lane lines.....

Actually the hash mark was added two years ago in Washington.
