Tom Williams Have watched a couple college games on the TV this year and I have noticed that the person who is occupying the bottom lane space has his or her foot on the block. Is this a new rule in the college game? If it is not a new rule how come it has not been called? Also, has it been changed in the high school game if it has been changed? Thanks for the help.
