I believe those are published by the Southwest Athletic Conference office, SWAC. Check their web site for phone #

CCC 3-person manual
 
You may order the CCC Women's Basketball Officiating Manual for a crew of 3 officials by calling 214-750-7522.

They are located in Dallas, TX.

The 2001-2002 manual will be out In October I would think.
