ncaa under 1 min TO?

ncaa women's. under one min. in the game. Official whistle's to stop play b/c the clock didn't stop after a made basket. There is a sub at table. Can we grant a TO to a team. If so, then they may sub.

Yes, a TO can be granted. Yes, the team can then sub.

No TO, no sub.
