When can you get a timeout in FIBA?

A time-out opportunity begins when:
• The ball becomes dead, the game clock is stopped and the official has ended his communication with the scorer's table.
• For the non-scoring team, if a field goal is scored.

Only a coach or assistant coach has the right to request a charged time-out. He shall establish visual contact with the scorekeeper or he shall go to the scorer’s table and ask clearly for a time-out, making the proper conventional sign with his hands.

2006 amendments to the rules:
1. If the request for a time-out or a substitution is made before the ball is at the disposal of a player for a throw-in following the free throw(s), the time out or the substitution shall be granted for both teams
if the last or only free throw is successful.
2. If a free throw(s) is followed by a throw-in at the centre line extended, opposite the scorer’s table, the time-out or the substitution shall be granted after the last free throw for both teams whether the last free throw is successful or not.
3. During the last two (2) minutes of the fourth (4th) period or each extra-period, if a time out is granted:
• to the non-scoring team after the valid field goal,
• to the team that has been awarded the possession of the ball in its back court, the throw-in, following the time-out, shall be administrated at the centre line extended, opposite the scorer’s table. The player taking the throw-in shall be entitled to pass the ball to a teammate at any place on the playing court.
Comment:
The changes to the substitution rule appear to make Article 19.3.8 obsolete and 19.4.1 altered. In addition it also seems to remove the restriction of one substitution per team following a free throw. When the last or only free throw is successful, either team may be granted a request for either a charged time-out or substitution. The opportunity for either a sub or time out ends when the ball is at the disposal of a player out of bounds for the throw-in. There appears to be no restriction on the number of substitutions that maybe affected by either team.

Either one of the following two alternatives should be adopted;
i. As of the 1st. January 2006,
ii. At the commencement of a new season after 1st.October 2005, if competitions commencing then, overlap into 2006.

A few other rules:

FIBA and its member organisations (USA Basketball in the US) allow the organiser of the league or tournament to implement one television time out of 1:40 (100 seconds) during the period. If a time out has not been called at the five minute point of the period, scorer shall stop the game at the first dead ball past the five minute point of the period, and charge a television time out. If a time out is called beforehand, then that time out shall last 1:40 instead of 1:00, and the television time out will not be implemented.

The scorer, NOT the refere, will call the time out by stopping the clock and sounding the horn. Another table official will give the time-out signal to the referee.

The new FIBA substitution rule simplifies the substitution policy. Unlike NCAA/NFHS rules, NO substitutions between free throws.

Italy has gone to an instant replay system similar to the NCAA, and the Euroleague Final Four will use it in 2006. There is one twist in Italy -- a coach can challenge a 24-second violation or out-of-bounds call (in 2004-05, a coach could challenge an offensive foul in the NBA-style block/charge arc where such calls are generally prohibited, but FIBA told ULEB that rule cannot be used this season) on a dead ball.

Not true, that was changed this season, now oyu can substitute and charge TO between FT's

From the FIBA rulebook:- Videos, film, pictures or any equipment, visual, electronic, digital, or otherwise, shall not be used to determine or to change the result of a game. The use of such equipment is valid only to determine responsibility in matters of discipline or for educational (training) purposes after the game has ended. OFFICIAL BASKETBALL RULES
