When exactly can guys outside the circle(Not The jumper) leave their spots to break down the floor on a tip play?

There are no restrictions on the movements of any players who are outside the 3-foot deep positions around the circle. They can be moving in any direction at any time.

Jump ball restrictions are listed in R6.3. By these restrictions the non-jumpers on the circle can go after the ball once it is tipped by either of the jumpers. Players may move off the center circle but not on to it before the ball is tossed. If they move off they must remain more than 3 feet from the circle.

Those restriction in R6-3 only apply to players who are within 3 feet of the circle.

As long as that movement doesn't take them onto the circle (before the ball is tossed) or into an occupied space or the circle (until the ball is touched).
