player 1 dribbles down court, ball is touching fingertips and defensive player slaps his hand, is this a foul? referee told me if ball is being dribbled, defensive player can touch him from fingertips to elbow and its not a foul, yes or no?

If the ball is in contact with the dribbler's hand, then it is not a foul for the defender to contact the hand while playing the ball.

This is true only for the hand, not for the forearm.
