Ok I have a "fan" type question :)
Player A has the ball. Player B is pressing him. Player B's chest is bumping (not hard, but definite contact) Player A, but both of Player B's hands are out not touching Player A. Is this a foul on Player B? Thanks in advance for any help.

I think we would have to see this to answer. Just guessing, yes this could be a pushing foul.

Player B isn't really pushing, but he is impeeding Player A's progress, but barely. I would say that Player B was more inexperienced and was trying to stick with Player A, if that helps at all.

That contact is called a body bump and yes it can be a foul depending on the contact, play of game, ect ect ect...

Isn't that one of those weird self-improvement religion/cult groups that was so popular in the 80's?!

Regarding the bball question, if the defender had legal guarding position before contact, if the side to side motion of the dribbler isn't being impeded, if the defender didn't affect the dribbler's speed, balance or quickness, then I got nothing. But you can't take this answer to the bank -- they won't cash it. Too many "if"s.

The defender may not “belly up” or use the lower part of the body or arms to cause contact outside his/her vertical plane which is a foul.

Depending to point of view (Fan of A1 or fan of B1), who is really doing the bumping? The way this is described, I could easily envision that the offense was creating the contact but when viewed through A-colored glasses, it could be described as it was.

If the defender affects the offensive player's rhythm, speed, balance, or quickness, then it's a foul.

FOUL - You spelled it out. No need to see this one. If he is impeding the player's progress, he has committed a foul.
