Could someone please describe/define what is meant by "the confines of the bench area" and how this affects a full timeout. Should the players be seated? Thanks!

No, the players don't need to be seated. The "confines of the bench area" are whatever you decide they are -- but I'd use the length of the bench, out to a maximum of about three feet on the floor -- but I don't carry a yardstick, either.
