how's 25? hehe...you won't find many certified refs under 20, that's for sure...maybe broaden your scope to 30.

On a more serious note, I would suggest that rather that limit your population to officials under the age of 20, you might consider officials with five years or less experience. That way you would find a larger population of officials.

I don't have an idea for his project because he already knows what he wants to do. I was just giving him ideas to enable him to enlarge the population of officials from which he can gather information.
