A1 fouled while shooting. Before the first shot A coach calls a TO. There are subs waiting to enter. My question is, should the subs be brought in before the TO is granted or should they still wait to enter after the first foul shot?

Grant the TO immediately. Subs may then enter upon returning from the TO. the point of the rule is to speed things up. We've already taken a break, no point in adding another break between shots when we might not have to.
