Question

Had a situation where after preventive officiating "Get out of the paint green" "Get out of the paint" I blew a 3 second violation away from the ball. At the same instance, my p blows a foul at the ball. What's the procedure here? AP arrow? Or does the foul have more priority over a violation.

If it is extremely obvious that there is a double whistle for two different things, get together with your partner and try to figure out the timing of the situation. Just as you delayed your call of 3 seconds, your partner may have delayed his call on the foul.

This is not a good time to have separate calls. Get together, decide on one and go with it.

You (the two of you) must decide which happened first.

There's a specific case on this.

This is what happened, albeit not quite the proper way. I came up with the palm for the violation not even realizing my p had blown his whistle. He came running around to report the foul to the table and I dropped my hand, letting the foul override.
