I had this happen to me the other night while doing a JV game. My partner issued a technical foul and the coach picked someone to shoot the two free throws after that kid missed the first free throw he wanted to send in someone else to shoot the second. Is this legal? Me and my partner didn't think so, so we didn't allow it but now i am not so sure.

NCAA Ruling
Per NCAA it is not legal. Not sure about Federation.

In Fed, it's perfectly legal. He can bring in a different shooter (even a sub if he wants to) to shoot each shot. |
8.3.
Any player including an eligible substitute may attempt the FT's. The play you describe is legal in NFHS. The coach could even have one subtitute shoot the first FT and another sub shoot the second. |
