On a technical foul situation, is it the refs responsiblity to make sure the selected player shoots the free-throws? what is the protocol in this situation?

NFHS rules--it's up to the coach or captain to designate the free throw shooter(s). They can designate a different player for each individual free throw.

I don't quite understand your question. Do you mean there could be a situation in which the coach tells A1 to shoot, but A2 goes to the line to do it? If that is what you mean, my attitude would be "so what"?

but it is the refs fault if someone other than what the captain/coach requested shoots the free-throws?

Nope. It's the coaches' responsibility. I've got a feeling that if coach told A1 to shoot, and A2 stepped up to shoot, we'd probably have a sub for A2 real quick.
