It doesn't matter WHY the official blew the whistle only that he blew it erroneously. It still qualifies as an "accidental whistle" because the it should not have been blown at that time since neither team can be granted a time-out during an interrupted dribble (5.8.3 Sit F). Therefore, 7.5.4 and the NFHS website interp #11 govern how to restart play.
The fact that the game was stopped in order to erroneously grant a time-out simply means that you also have to follow 5.8.3 Sit E, which tells you to charge and use the erroneous time-out.
