Can anybody explain to me the rationale for the difference in these two rules that deal with uniforms?

3-4-9 says that if the uniform has a logo (star, halo, etc) the number must be below the team name

3-4-10 says that if the uniform uses a "tail" after the team name, the number must be above the team name.

First of all, who cares if the number is above or below the team name?

Second of all, if you do care where the number is, why is the placement different in the two rules?

My understanding is that it has to do with the visibility of the number. SUpposedly, the number is more of l;ess difficult to see, based on the type of "decorative emphasis." Therefore, these two articlaes were established.

Ok, that answers the "first of all" part, even tho I don't really agree with it.

But that still leaves the "second of all" part. Why is the number more visible when it's above the tail, but below the logo? Makes absolutely no sense on the face of it.

ART. 9 . . . Any form of decorative emphasis (e.g., paw, halo, crown, star) on an identifying name or abbreviation is only permitted if the name or abbreviation is located above the number.

ART. 10 . . . If a tail is used in the lettering of an identifying name or abbreviation, the name or abbreviation must be located below the number.

Just a guess --

It's so that the "decoration" is on the opposite side of teh name than the number - the "decoration" won't interfere with the number.

Note that most of the "decorations" in article 9 would go above the name, while the "decoration" (tail) in article 10 would go below the name.
