Actually, all subs must be ready at the same time, if they are not, you do not have to let them in the game. You have a right to keep the game moving, period.

It's not that it's a rule violation, it's just that it's a tactic that coaches use to slow down the game or to counter each others moves. If yoy don't put a stop to it, you'll be there all night.I'll usually allow each coach to run a couple of subs in like this but then I put a stop to it.
